Project Overview

This is a “homegrown” coordination mechanism tailored for our time. It leverages the United Nations’ recommended incidences and accident response coordination elements ward-centric, multi-jurisdictional, multi-agency approaches, personnel domiciliation, and clusters to achieve its objectives. This approach is innovative and previously unexplored. It purposefully integrates all these elements to create a comprehensive new strategy for protection agencies, particularly focusing on the paramilitary component of the internal security architecture.

It is wise for all African countries to consider non-force applications for preventing and countering violent extremism (PCVE), especially since investments in force applications during asymmetric crises are not yielding the expected results.

This project, aptly named the Crisis Mitigation Centre, as a home-grown nomenclature, created and designed in line with technical innovation’s iteration and moderation principles, derived from internationally recognized concepts of critical incident management. Its foundation is the localization of Anti-Terrorism Programme, which its context and variables aligns well with our local community’s variables and contexts. [Culture, tradition, ethnicity, social setting, traditions]; these form bases for tactical risk assessment of persons/TRAP The author has utilized extensive experience and deep understanding of these local variables and contexts to develop this crucial mechanism as a practical indigenous civil-led Non-kinetic.

This is a key reason why we have not received a “Non-Kinetic Practical Template” from foreign security experts, although the kinetic template (force application), and remains with the military. Finally, we present this policy-maker and community-friendly non-kinetic/non-force application model for preventing and countering violent extremism, specifically tailored to suit our environment.

Implementing this platform will revitalize the Security and Provisions Agency’s synergy and collaboration within its ‘Integration Programmes.’ I recommend this

Anti-Terrorism Innovation as a response to the demands by the legislative arm and civilian populace for responder agencies to adopt new, radical tactics to address diverse hazards.

The training resources here, provide opportunity for the managers to establish the existing limitations within the force and non-force components.

A critical review of the parameters reveals a Closed-Circuit/Matrix connectivity at the Council Ward level, with all-inclusiveness as the primary objective. This ensures community profiling through critical peace education, Internet-of-Things, person-to-person communication, Strategic Incident Communication via satellite mediums, and a joint decision model. These elements will help address electoral violence, Census issues, health and emergency responses, peace processes, and human rights-based counter-terrorism efforts.

The design includes legislative support for recognizing councilors as “Bottom Security Supervisors” whereby chiefs. Traditional and Youth Leaders at the council ward level will work in harmony with state actors, removing compromise to ensure neutrality and improve tolerance indices. This work in its design, is beautifully accommodates plans for conduct of about five (5) major specific vulnerability and thirty-five (35) sub-specific vulnerability.

It distinguished resilience knowledge impartation from resilience training to strengthen actors understanding in a more dipper than the civilians over the civil- led non-kinetic training.

This is a project for better pathway to local knowledge over ward-centric in relation to geocentric.
